Baghdad (news) .. called Central Bank Governor Sinan al-Shabibi to the independence of the Bank that the umbrella of a protector of state funds. Shabibi said during a symposium hosted by the Foundation (range) to discuss the issue of independence of the Central Bank and attended by a reporter Agency (news): “The granting of independence to the Central Bank is of great significance because it is the umbrella of a protector of state funds, “
Afterthought: “But the government might not understand that the bank isolated it, but we are working with the market and the government significantly.”
He Shabibi: can not separation between the government and the central bank because the importance of monetary policy depends according to the law on cooperation with the government. He pointed out that the basis of the economy the Bank is to fight inflation, which happen because the government or the private sector, and works on the application of monetary policy both in the interest rates to stabilize the growth and support for banks in crisis through direct coordination.

SISTEMA DE TIPO DE CAMBIO

La cotización de una moneda en términos de otra moneda es el tipo de cambio, el cual expresa el número de unidades de una moneda que hay que dar para obtener una unidad de otra moneda.

FACTORES QUE INTERVIENEN
EN LA OFERTA Y LA DEMANDA

La cotización o tipo de cambio se determina por la relación entre la oferta y la demanda de divisas; alternativamente, puede decirse que el tipo de cambio se determina por la relación entre oferta y demanda de moneda nacional para transacciones internacionales del país: efectivamente, la oferta de divisas tiene como contrapartida la demanda de moneda nacional y la demanda de divisas tiene como contrapartida la oferta de moneda nacional.

Las variaciones de la relación oferta/demanda de divisas determinan las fluctuaciones del tipo de cambio; sin embargo, hay un tipo de cambio normal o de equilibrio en torno al cual se efectúan las variaciones y que debe corresponder al equilibrio de los pagos internacionales.

En régimen de patrón oro el tipo normal o de equilibrio se identifica con la paridad oro, o sea, la relación entre los contenidos de oro de las monedas. En régimen de patrón de cambio dicho tipo se determina por la tendencia de las cotizaciones. En régimen de papel moneda inconvertible ese tipo se determina por la relación entre los poderes adquisitivos de las monedas supuesta una estabilidad comparativa de los niveles de precios. En régimen de Fondo Monetario Internacional el tipo de cambio normal debe ser declarado a la Institución, en base del contenido de oro de la moneda o, alternativamente, de la relación con el dólar de Estados Unidos.

En algunos casos los tipos de cambio, como cualquier precio, son administrados por la autoridad monetaria del país respectivo. La autoridad fija el o los tipos de cambio y se asegura, mediante el control absoluto o determinante de la oferta de divisas, la vigencia de tales tipos de cambio. Para ello, el ingreso de divisas debe estar centralizado y controlado (en nuestro país por el Banco Central de Venezuela), aunque la demanda puede dejarse libre; sin embargo, el tipo o tipos, que fije la autoridad no puede diferir mucho del que se determinaría en el mercado libre, salvo que se trate de un sistema enteramente centralizado de economía.

Iraq May Legislate on Currency Exchange

According to a report from AKnews, a number of bankers in Baghdad have demanded that the Iraqi parliament legislates to regulate and protect their businesses from market changes because of the sudden decisions taken by the Iraqi government.

Ali Abdul-Zahra, owner of an foreign exchange bureau, told AKnews that banking in Iraq is still precarious and that regulation is needed on the opening of forex services.

“The law is supposed to prevent any economic decision that may disrupt the currency market which negatively affects the work of the offices.”

“The circulation of hard currency (dollar) at the present time follows the decisions taken by the Iraqi government in particular with regard to the entry of goods into the country.”

fadil Taher, the owner of Qusour Exchange office in Baghdad told AKnews that “the exchange work in Iraq is subjected to unjustified controls and in need of great facilities by the concerned authorities.”

“The banking offices suffer from the problem of mobile money-changers who affect the Iraqi market and this must be addressed by the Iraqi government to prevent the currency exchange outside of regulated offices.”

“The well-known banks do not deal with unknown external financial dealers and they work according to the regulations of money laundering law, which is adopted by the Iraqi Central Bank (ICB).”

The CBI proposed a new law earlier this month to combat money laundering in coordination with other government institutions, in order to provide greater protection for Iraq’s economic system and improve its international trade.

The Anti-Money Laundering law adopted in 2004 specifies a fine of up to 40 million Iraqi dinars, or twice the value of the property, for everyone who initiates illegal financial transactions with his knowledge, with respect to the issue of financing crime and terrorism.

The ICB monitors the financial institutions for compliance with the regulation, and issues a list of suspicious financial activities. The anti-money laundering law authorises the ICB to control the financial institutions and check their documents and accounts.

MP Haidar al-Yasiri told AKnews that the parliament will work to organize the work of banks after the completion of some important laws for the Iraqi economy. “The exchange offices do not need legislation, but non-governmental actions that coordinate with the government to organize its work.”

“The parliament is considering the formation of a council for foreign exchange services to change the work.” Hundreds of forex offices are found in Iraq and they work almost daily and have links with the most countries in the world. The Iraqi dinar (IQD) currently trades at around 1170 to the US dollar.
