Iraq: Second Review Under the Stand-By Arrangement, Requests for Waiver of Applicability, Extension of the Arrangement, and Rephasing of Access—Staff Report; Press Release on the Executive Board Discussion; and Statement by the Executive Director for Iraq.




II. RECENT ECONOMIC DEVELOPMENTS

3. Macroeconomic stability was maintained in 2010, despite a highly uncertain domestic and external environment. Inflation has continued to be in the low single digits and the exchange rate has remained stable. The Central Bank of Iraq (CBI) kept its policy interest rate unchanged at 6 percent, after having lowered it from 7 percent in early 2010, and the volume of foreign exchange sold by the CBI in the foreign exchange auctions remained broadly stable at about $3 billion on average per month during the year. With some increase in export revenues, the CBI’s international reserves rose to just over $50 billion by end-2010, up from $44 billion at end-2009 and exceeding the target under the SBA.


III. POLICY DISCUSSIONS

7. The discussions for the second review focused on speeding up Iraq’s reconstruction, including the rebuilding of key economic institutions, while maintaining macroeconomic stability. The authorities stressed that the new government will maintain the same direction of economic policies as its predecessor and that they will continue to press ahead with the policies agreed under the SBA. To underline their commitment to sound fiscal and monetary policies, and recognizing that the implementation of many of the structural reform measures will require more time given the still large capacity constraints, the authorities request an extension of the SBA through mid-2012.


B. Monetary and Exchange Rate Policy

14. The authorities remain committed to ensuring the independence of the CBI. A ruling by Iraq’s Federal Supreme Court also noted that while the CBI is part of the country’s executive apparatus, it is by law independent in its decisions and operations.

15. The CBI will continue to aim at keeping inflation low, predominantly by maintaining a stable exchange rate. The low level and the relative stability of inflation do not suggest any significant over- or undervaluation of the Iraqi dinar. Also, a stable exchange rate continues to provide a solid anchor for the public’s expectations in an otherwise highly uncertain environment and in an economy with a very low level of financial intermediation. Meanwhile, the CBI will continue to keep its policy interest rate positive in real terms. To enhance mobilization of domestic financing, limitations on state-owned banks’ use of government deposits for investing in Treasury bills have been reduced, while the pension fund has also been allowed to invest in Treasury bills and to participate in auctions directly.


24. Staff supports the CBI’s policy of managing the exchange rate of the Iraqi dinar to keep inflation low. A stable exchange rate continues to provide a solid anchor for the public’s expectations in an otherwise highly uncertain environment. Over time, rising oil revenues could put upward pressure on the real exchange rate, which would warrant allowing greater exchange rate flexibility. Staff also welcomes the authorities’ continued commitment to safeguard the independence of the CBI, which is critical for maintaining confidence in the Iraqi dinar.

8. "The CBI will continue to be independent in the pursuit of its policy objectives. The CBI’s monetary and exchange rate policies will continue to be aimed at keeping inflation in the low single digits and safeguarding international reserves. We believe that the policy of maintaining a stable exchange rate continues to be appropriate, as it provides a solid anchor for the public’s expectations in an otherwise uncertain environment and in an economy with a still very low level of financial intermediation. The policy interest rate will be kept positive in real terms (measured against core inflation) to signal the CBI’s firm commitment to maintain a low rate of inflation."


II. DEFINITIONS

3. For purposes of monitoring under the program, a program exchange rate will be used. This program exchange rate will be set at ID 1,170 per U.S. dollar. The program exchange rate will be used to convert into Iraqi dinars the U.S. dollar value of all CBI foreign assets and liabilities denominated in U.S. dollars, as required. For CBI assets and liabilities denominated in SDRs and in foreign currencies other than the U.S. dollar, they will be converted in U.S. dollars at their respective SDR-exchange rates prevailing as of December 31, 2010, as published on the IMF’s website.


IX. Exchange rate arrangement:

The Central Bank of Iraq has been conducting foreign exchange auction on a daily basis since October 4, 2003. The central bank followed a policy of exchange rate stability which has translated in a de facto peg of the exchange rate since early 2004. However, from November 2006 until end 2008, the CBI allowed the exchange rate to gradually appreciate. As a result, the exchange rate arrangement of Iraq was reclassified to the category of crawling peg effective November 1, 2006. Since the start of 2009, the CBI returned to its earlier policy of maintaining a stable dinar. Consequently, the exchange rate arrangement of Iraq was reclassified effective January 1 2009 as a stabilized arrangement.

II. Acontecimientos económicos recientes

3. La estabilidad macroeconómica se mantuvo en 2010, a pesar de un entorno de gran incertidumbre interna y externa. La inflación ha seguido siendo de un dígito bajo individuales y el tipo de cambio se ha mantenido estable. El Banco Central de Iraq (CBI) mantuvo su tasa de política monetaria sin cambios en un 6 por ciento, después de haberlo bajado de un 7 por ciento a principios de 2010, y el volumen de divisas vendidas por la CBI en las subastas de divisas se mantuvo prácticamente estable, en alrededor de $ 3 millones de dólares en promedio por mes durante el año. Con un poco de aumento en los ingresos de exportación, las reservas internacionales de la CBI ha aumentado a algo más de $ 50 millones a finales de 2010, de $ 44 millones a fines de 2009 y superando el objetivo en el marco del SBA.


III. POLÍTICA DE LOS DEBATES

7. Para subrayar su compromiso con unas políticas fiscales y monetarias, y reconociendo que la aplicación de muchas de las medidas de reforma estructural que requieren más tiempo, dadas las limitaciones de capacidad sigue siendo grande, las autoridades solicitan una extensión de la SBA hasta mediados de 2012.


B. Política Monetaria y Tipo de Cambio

14. Las autoridades mantienen su compromiso de garantizar la independencia de la CBI. Una sentencia del Tribunal Federal Supremo de Irak señaló también que mientras que el ICC es parte del aparato ejecutivo del país, es por la ley independiente en sus decisiones y operaciones.


15. La CBI seguirá como objetivo mantener la inflación baja, principalmente por el mantenimiento de un tipo de cambio estable. El bajo nivel y la relativa estabilidad de la inflación no sugerir una significativa sobrevaluación o subvaluación del dinar iraquí. También, un tipo de cambio estable continúa proporcionando un sólido anclaje de las expectativas del público en un ambiente de otro modo muy incierto y en una economía con un nivel muy bajo de intermediación financiera. Mientras tanto, la CBI seguirá manteniendo su política de tasa de interés positivas en términos reales. Para aumentar la movilización del financiamiento interno, las limitaciones sobre el uso de bancos de propiedad estatal de los depósitos del gobierno para invertir en bonos del Tesoro se han reducido, mientras que el fondo de pensiones también se ha permitido invertir en bonos del Tesoro y de participar directamente en las subastas.



24. Personal apoya la política de la CBI de la gestión de la tasa de cambio del dinar iraquí para mantener la inflación baja. Un tipo de cambio estable continúa proporcionando un sólido anclaje de las expectativas del público en un ambiente de otro modo muy incierto. Con el tiempo, el aumento de los ingresos petroleros podría poner presión alcista sobre el tipo de cambio real, lo que garantiza una mayor flexibilidad del tipo de cambio. El personal también acoge con satisfacción el compromiso de las autoridades continuaron para salvaguardar la independencia de la CBI, que es crítico para mantener la confianza en el dinar iraquí.

II. DEFINICIONES

3. Para efectos del seguimiento del programa, un tipo de cambio del programa se utilizará. Este tipo de cambio de programa se ajustará en ID 1170 por dólar de EE.UU.. El tipo de cambio de programa se utiliza para convertir en dinares iraquíes al valor en dólares EE.UU. de todos los activos de la CBI y pasivos externos denominados en dólares de los EE.UU., según sea necesario. Para los activos de la CBI y pasivos denominados en DEG y en monedas extranjeras distintas al dólar de EE.UU., que se convertirán en dólares de EE.UU. en sus respectivas tasas de cambio DEG vigente al 31 de diciembre de 2010, tal como se publicó en la página web del FMI.



IX. Cambio de tipo de acuerdo:

El Banco Central de Irak ha estado llevando a cabo la subasta de divisas en forma diaria desde octubre 4, 2003. El banco central siguió una política de estabilidad del tipo de cambio que se ha traducido en una vinculación de facto del tipo de cambio desde principios de 2004. Sin embargo, a partir de noviembre de 2006 hasta finales de 2008, la CBI permite la tasa de cambio se aprecie de forma gradual. Como resultado, el régimen cambiario de Irak fue reclasificado a la categoría de paridad móvil 1 de noviembre de 2006. Desde el comienzo de 2009, el ICC volvió a su anterior política de mantener un dinar estable. En consecuencia, el régimen cambiario de Irak fue reclasificado el 1 de enero de 2009 como un acuerdo de estabilización.

12 Intermediación financiera está en un nivel muy bajo en Iraq. Un sector bancario funcionamiento es esencial para el desarrollo de un sector privado fuerte. Hemos comenzado a embarcarse en nuestro sector bancario reformar la estrategia:

Será un paso crítico completar la reestructuración financiera de los dos mayores bancos de paguela, Rafidain y Rasheed, basado en sus auditorías financieras y operacionales completados. En este sentido, formamos a una unidad de conciliación de banco que está integrada por funcionarios de nivel técnico de los bancos, la CBI y el Ministerio de finanzas y con la asistencia de Ernst y Young (que era los agentes del Ministerio de finanzas en el proceso de reestructuración de la deuda externa) para:

(i) tratan de todos los pasivos externos heredados teniendo en cuenta las acciones del Gobierno en el contexto de Irak del exterior reestructuración de la deuda

(ii) identificar y proponer a créditos morosos de cancelación a las empresas de propiedad estatal desaparecidas;

(iii) propone un curso de acción para otras cuentas sin conciliar restantes; y

(iv) después de que se han limpiado los balances, revaluar las restante moneda extranjera partidas del balance.

El BRU funcionará bajo la supervisión de la reestructuración supervisión Comité (ROC), conformado por el Ministro de finanzas, el gobernador de la CBI y el Presidente de la BSA. El BRU enviará sus recomendaciones para su aprobación definitiva a las juntas respectivas de los dos bancos. A través de este proceso, se pretende completar la reestructuración de los balances de Rafidain y Rasheed por final de junio de 2011 (una referencia estructural). Mientras tanto, el Ministerio de Hacienda seguirá colaborando estrechamente con el Banco Mundial en su sector bancario proyecto para modernizar estos bancos por seguir adelante con los planes para la reestructuración de sus operaciones.

Estos bancos funcionará plenamente comercialmente, en términos de mercado, y el Gobierno se abstendrá de dirigir cualquier préstamo. Las decisiones sobre la recapitalización de Rafidain y Rasheed no se hará hasta la reestructuración de sus balances ha sido completado y adecuada
se ha avanzado en su reestructuración operacional, especialmente mediante el establecimiento de una estructura de gobernanza adecuadas y fortalecimiento de las funciones de gestión y control de riesgo. Más generalmente, dado la cara de los bancos de las vulnerabilidades de estos (y otros) debido a los riesgos operacionales, la CBI continuará a mejorar sus sistemas de supervisión y seguir de cerca las actividades de los bancos, especialmente durante el proceso de transición.

El nuevo conjunto de regulaciones prudenciales para los bancos comerciales, las relacionadas con los requisitos mínimos de capital, los riesgos de liquidez y el blanqueo de dinero, incluidas se están aplicando. Financial Sector

12. Financial intermediation is at a very low level in Iraq. A functioning banking sector is essential for the development of a strong private sector. We have begun to embark on our banking sector reform strategy:

A critical step will be to complete the financial restructuring of the two largest stateowned banks, Rafidain and Rasheed, based on their completed financial and operational audits. In this regard, we formed a Bank Reconciliation Unit that comprises technical level staff from the banks, the CBI and the Ministry of Finance, and with the assistance of Ernst and Young (who were the agents of the Ministry of Finance in the external debt restructuring process) to:

(i) deal with all legacy external liabilities taking into account the government’s actions in the context of Iraq’s external debt restructuring

(ii) indentify and propose to write-off non-performing loans to defunct state-owned enterprises;

(iii) propose a course of action for other remaining unreconciled accounts; and
(iv) after the balance sheets have been cleaned up, revalue the remaining foreign currency denominated balance sheet items.

The BRU will work under the supervision of the Restructuring Oversight Committee (ROC), consisting of the Minister of Finance, the Governor of the CBI, and the Chairman of the BSA. The BRU will send its recommendations for final approval to the respective boards of the two banks. Through this process, we aim to complete the restructuring of the balance sheets of Rafidain and Rasheed by end-June 2011 (a structural benchmark). Meanwhile, the Ministry of Finance will continue to work closely with the World Bank under its banking sector project to modernize these banks by moving ahead with the plans for their operational restructuring.

These banks will operate on a fully commercial basis, on market terms, and the government will refrain from directing any lending. Decisions on the recapitalization of Rafidain and Rasheed will not be made until the restructuring of their balance sheets has been completed and adequate progress has been made in their operational restructuring, especially by establishing an appropriate governance structure and strengthening risk management and control functions. More generally, given the vulnerabilities these (and other) banks face due to operational risks, the CBI will continue to improve its oversight systems and monitor closely the activities of the banks, particularly during the transition process.

The new set of prudential regulations for commercial banks, including those related to minimum capital requirements, liquidity risk, and anti-money laundering, are being implemented. Work on the relevant reporting tables for the banks will be completed soon in consultation with the IMF and other technical assistance providers. Under the auspices of the World Bank banking sector project, we have conducted a full assessment of the banking supervision department, and this report will form the basis of improving this department.

The CBI will continue to strengthen the management of its international reserves in line with the adopted reserves management guidelines. The CBI will follow the guidelines to diversify currency composition and establish an appropriate duration and credit risk profile, and build capacity for risk analysis. We will continue to provide monthly reports to the CBI board (and to the IMF) based on the investment criteria established in the guidelines.

22. The banking sector is in urgent need of reform to foster financial intermediation and enable banks to contribute to the development of a strong private sector. With the help of the World Bank and other international agencies, we have developed a banking sector reform strategy.

The first important step will be to finalize the restructuring of Rafidain and Rasheed banks, based on their completed financial and operational audits. In this regard, the foreign liabilities incurred by Rafidain and Rasheed on behalf of the previous regime and the large suspense accounts will need be removed from these banks’ balance sheets.

We aim to complete the restructuring of the balance sheets of Rafidain and Rasheed by June 30, 2010.


Once their balance sheets are cleaned up and restructured, based on the decision already made by the Economic Committee, the capital of Rafidain and Rasheed will be raised to ID500 billion and ID400 billion, respectively.


We are also strengthening their internal audit capacity, developing legal arrangements within the banks, and working towards providing missing data identified in the audit reports. The BSA has also completed the financial and operational audits for the three specialized state-owned banks and has proposed an individual strategy for each bank that was discussed by the Restructuring Oversight Committee (ROC).

The three banks have set up a restructuring committee which includes BSA members to implement the recommendations from the proposed strategy.

22. El sector bancario está en urgente necesidad de reforma para fomentar la intermediación financiera y permitir que los bancos de contribuir al desarrollo de un sector privado fuerte. Con la ayuda del Banco Mundial y otros organismos internacionales, hemos desarrollado un sector bancario reformar la estrategia.

La BSA también ha completado las auditorías operacionales y financieras de los tres bancos estatales especializados y ha propuesto una estrategia individual para cada banco que fue examinado por el Comité de supervisión de reestructuración (ROC).

Los tres bancos han establecido un Comité de reestructuración que incluye miembros de BSA para aplicar las recomendaciones de la estrategia propuesta.
