Consejo de Seguridad de Declaración a la prensa en Irak / Kuwait

El siguiente comunicado de prensa del Consejo de Seguridad sobre Irak / Kuwait fue publicado hoy por el presidente del Consejo Noël Nelson Messone (Gabón):

Los miembros del Consejo de Seguridad recibió un informe del Embajador Gennady Tarasov, de Alto Nivel del Secretario General de la Coordinadora, en el informe de treinta y uno de Secretario General, de conformidad con el párrafo 14 de la resolución 1284 (1999).

Los miembros del Consejo de Seguridad agradece los esfuerzos del Embajador Tarasov y la importante labor del Comité Internacional de la Cruz Roja, la Comisión Tripartita y su subcomisión técnica durante el período.

Los miembros del Consejo de Seguridad acogió con beneplácito la cooperación constante de los gobiernos de Irak y Kuwait, y sus compromisos de alto nivel para la plena aplicación de todas las obligaciones de Irak a Kuwait en las resoluciones pertinentes, además de los compromisos adquiridos por el Gobierno iraquí para mejorar la las relaciones con Kuwait. Sin embargo, los miembros del Consejo de Seguridad hizo hincapié en la necesidad de cumplir con estos compromisos, en particular la búsqueda de Kuwait o de nacionales de terceros países, bienes y archivos. Los miembros del Consejo de Seguridad, una vez más expresaron su más sentido pésame y condolencias a las familias de los involucrados.

Los miembros del Consejo de Seguridad acogió con satisfacción la participación activa de los Gobiernos de Irak y Kuwait, en los esfuerzos realizados en el marco de la subcomisión técnica para desarrollar un mecanismo eficaz funcionales para la búsqueda de personas desaparecidas, incluyendo la misión exploratoria del Subcomité Técnico de Nasiriya y la misión en curso para Khamisiyah en el sur de Irak.

Los miembros del Consejo de Seguridad señaló que los avances han sido limitados en aclarar el destino de los archivos nacionales kuwaitíes. Los miembros del Consejo de Seguridad acogió con satisfacción el compromiso del Primer Ministro de Irak para establecer un Comité Interministerial para dirigir y coordinar los esfuerzos con respecto a los archivos nacionales de Kuwait y otras propiedades. Los miembros del Consejo de Seguridad instó al Gobierno de Iraq para establecer sin más demora un órgano nacional efectivo para esta tarea e informar los resultados a las Naciones Unidas.

Los miembros del Consejo de Seguridad pidió a Irak y Kuwait a seguir actuando en el espíritu del proceso de confianza y de fomento de la cooperación, que debería contribuir a un mayor fortalecimiento de sus relaciones de buena vecindad y la mejora de la estabilidad regional.

Los miembros del Consejo de Seguridad apoyó la recomendación del Secretario General de prorrogar la financiación de las actividades del Coordinador de Alto Nivel para un nuevo período de seis meses a fin de aprovechar el impulso actual hacia la aplicación del párrafo 14 de la resolución 1284 (1999).

Los miembros del Consejo de Seguridad expresó su disposición a examinar esta cuestión en el contexto de su examen del informe del Secretario General, de conformidad con el párrafo 5 de la resolución 1859 (2008).

Security Council Press Statement on Iraq/Kuwait



The following Security Council press statement on Iraq/Kuwait was issued today by Council President Noël Nelson Messone ( Gabon):

The members of the Security Council received a briefing from Ambassador Gennady Tarasov, the Secretary-General’s High-Level Coordinator, on the thirty-first report of the Secretary-General, in accordance with paragraph 14 of Security Council resolution 1284 (1999).

The members of the Security Council appreciated the efforts of Ambassador Tarasov and the important work of the International Committee of the Red Cross, the Tripartite Commission and its Technical Subcommittee during the reporting period.

The members of the Security Council welcomed the continued cooperation by the Governments of Iraq and Kuwait, and their high-level commitments to full implementation of all Iraqi obligations to Kuwait under the relevant resolutions, in addition to the commitments given by the Iraqi Government to improve relations with Kuwait. Nevertheless, the members of the Security Council stressed the need to fulfil these commitments, specifically finding Kuwaiti or third-country nationals, property and archives. The members of the Security Council once again expressed their deepest sympathy and condolences to the families of those involved.

The members of the Security Council welcomed active participation by the Governments of Iraq and Kuwait in the efforts undertaken in the framework of the Technical Subcommittee to develop an effective functional mechanism for the search for missing persons, including the Technical Subcommittee’s exploratory mission to Nassiriyah and the ongoing mission to Khamisiyah in southern Iraq.

The members of the Security Council noted that limited progress has been made on clarifying the fate of the Kuwaiti national archives. The members of the Security Council welcomed the commitment by the Prime Minister of Iraq to establish an Inter-Ministerial Committee to lead and coordinate efforts with regard to the Kuwaiti national archives and other properties. The members of the Security Council urged the Government of Iraq to establish without further delay an effective national body for this task and report the results to the United Nations.

The members of the Security Council called for Iraq and Kuwait to continue to act in the spirit of the confidence- and cooperation-building process, which should contribute to the further strengthening of their good-neighbourly relations and enhancing of regional stability.

The members of the Security Council supported the Secretary-General’s recommendation to extend the financing of the activities of the High-Level Coordinator for a further period of six months in order to build on the present momentum towards implementation of paragraph 14 of Security Council resolution 1284 (1999).

The members of the Security Council expressed their willingness to consider this matter in the context of their review of the report by the Secretary-General, pursuant to paragraph 5 of resolution 1859 (2008).
